Voting Safely During Covid 19 – Vote by Mail

SB631 signed into law on June 4, 2020 by Gov. Parson’s is now in effect for the August 4 Primary and November 3 General elections. The law expands absentee vote by mail options in two ways for 2020 only:

  1. Allows voters who have or who are in an at-risk category for contacting or spreading COVID-19 to cast an absentee ballot by mail without a notary. Those at-risk who can cast absentee ballots without a notary include anyone:
    • 65 years or older
    • In a long-term care facility
    • Chronic lung disease or moderate/severe asthma
    • Serious heart condition
    • Immunocompromised
    • Diabetes
    • Liver disease
    • Chronic kidney disease/on dialysis

  2. Allows any Missouri voter to cast a ballot by mail (Mail-In Ballot), which will require a notary seal.

Other existing absentee voting allowances are still in effect. The last day to register to vote for the November 3 General Election is October 7, 2020. The last day to request an absentee ballot or mail-in ballot for the November 3 General Election is October 21, 2020. Applications to request an Absentee or Mail-In Ballot can be found on-line at or by calling Kansas City Election Board 816.842.4820. In-person Absentee Voting starts September 22, 2020 and ends on November 2, 2020 at 5:00pm.
